Roland Carter

Mr. Roland Carter, Senior Board Member

Roland is a distinguished Journeyman Lineman and two-time former President of the International Brotherhood of Electrical Workers Local 70 in Washington, D.C. He currently serves with the IBEW as an International Representative and Outside Construction Coordinator for Membership Development. He also serves as a Commissioner on the District of Columbia Board of Professional Engineers.

Mr. Roland Carter previously served two distinguished terms as President of Helping Ourselves to Transform (HOTT). Today, he continues his service as HOTT’s Senior Board Member, providing seasoned leadership, strategic counsel, and institutional continuity to the Board of Directors while advancing the organization’s workforce development and reentry initiatives.

A graduate of the “relentless school of hard knocks,” Mr. Carter is deeply committed to uplifting men, boys, and families affected by social and economic disparities. Through mentorship, advocacy, and practical guidance, he helps individuals rediscover their purpose, strengthen their families, and become productive contributors to their communities.

Mr. Carter also emphasizes the importance of civic engagement, voting rights, and advocacy for families and communities. He works to connect individuals with employment opportunities that can lead to sustainable careers, competitive wages, and valuable benefits. His leadership, determination, and commitment to service continue to advance HOTT’s mission of empowering socially impacted individuals and creating meaningful, lasting change throughout the community.
